Adoption England has partnered with the Institute of Public Care (IPC) at Oxford Brookes University to conduct an independent evaluation of Adoption England's Commissioning Programme. The evaluation, which began in February 2024, is set to conclude in June 2025.

The IPC has adopted a comprehensive approach to assess the programme’s overall effectiveness while also supporting evaluations of various regional innovations. The evaluation involves the use of documentary evidence supplied by the programme’s core team, alongside observations from key meetings.

The focus of this interim report is to consider what progress has been made so far. This includes planning and development from January 2023 to writing of the report in July 2024.
